I don't think there is an official casting director, but I believe that Del Toro, Jackson, Walsh, and all of them, have been consulting each other a lot about it.

I think Liam Neeson would be brilliant as Smaug but Christopher Lee would be just as good (though it might be weird hearing his voice as we already know him as Saruman lol)

In the second movie when Bilbo and co get captured by Thranduil, they should have a scene with Legolas (played by Orlando Bloom) or at least sneak him into a shot or two.

I'm actually having second thoughts. Jeremy Irons would be really good in my opinion. You'll get a great example of him about five minutes fifteen seconds in here:
