You have to remember, almost a century has passed after the hobbit when LOTR picks up. A new director would add a different look for the newer middle earth. The hobbit is much lighter, no doomsday, no epic battles for the survival of mankind. Its key that Del Toro emmulates this differance. I think if jackson were to do it himself it just wouldn't work.
